The Dutch government will continue in 2026 with the implementation of the National Action Plan to boost organic production and consumption. The goal remains that by 2030, 15 percent of all agricultural land will be used for organic food production. In 2024, that figure was still only 5.4 percent.
To stimulate consumer demand and market growth, several initiatives are planned for 2026, according to the budget of the Ministry of Agriculture, Fisheries, Food Security and Nature (LVVN). These include a nationwide consumer campaign, participation in international trade fairs such as Biofach, and further rollout of programs aimed at developing the market. The programs focus on supermarkets and their supply chains, the foodservice sector, including restaurants and catering—and stronger collaboration across the value chain.
The government also announced that in 2026 a new subsidy scheme will be opened to stimulate sales. This comes at a time when sales of organic fruit and vegetables in supermarkets were already showing an increase in the first half of 2025 (link in Dutch).
Beyond market development, the ministry is also working on strategies to expand both plant and animal organic production. In addition, a new strategy is being developed to strengthen the role of organic farming in agricultural education.
