Russia: Moscow region to invest 45 million USD in ag

The Moscow Region will be allocating 2.7 billion rubles (8% more than in the previous year) from its budget for the development of the local agricultural land industrial sector.

The funds will be distributed between six prioritized areas of development of the Moscow region's agricultural and industrial complex, namely: dairy farming, production of vegetables in protected ground, aquaculture, mushroom farming; creation of Breeding and Genetic Centers (BGS) and Breeding and Seed Production Centers (BSP); and establishment of wholesale distribution centers (WDC).



"As practice shows, the reimbursement of some direct costs incurred by investors in the construction and renovation of dairy farms, greenhouses and creation of WDCs happened to be one of the most effective measures," said Denis Butsaev, Deputy Chairman of the Government of the Moscow Region, Minister of Investments and Innovations of the Moscow Region. "In addition, companies renovating dairy farms and building new aquafarms and mushroom farms in the region are also eligible for a reimbursement of up to 20 per cent of the incurred direct costs from the regional budget. In 2016, three investment projects received this type of support for the total amount of 1,090 million rubles, including 175.5 million from the regional budget."

Issues concerning prospects and areas of development of Moscow Region's agricultural and industrial complex will be covered at the III International Agrarian Forum on Vegetable Crops "VegCult" hosted by the House of the Moscow Region Government on April 4-5, 2017. Participants of the "State Supported Vegetable Growing" roundtable will be informed of changes in the scheme of interaction between regional and federal authorities funding the vegetable growing sector.



A quick reminder: starting from 2017, agricultural and industrial complex is receiving consolidated state support, i.e., several types of federal subsidies have been combined into a single subsidy. This measure gives regions an upper hand in both identification of priority development areas and the level of support extended to them. Its introduction also speeds up the process of transferring funds to specific agribusinesses.
