US (IN): Bill pits DNR against private nurseries in battle over seedling sales
An out of state customer must currently either own land in Indiana or sign an affidavit saying they will plant the seedlings in Indiana to make a purchase. Delph said his bill is a “pro-environment, pro-business proposal” and that it “seemed like a win-win.”
But private sector groups opposed the bill. Caryl Auslander, a lobbyist for the Green Industry Alliance, said in an article on The Statehouse File the bill impedes on private industry. The group represents more than 1,400 nurseries, landscapers and other green businesses around the state.
She said the DNR’s low labour costs – made up of government workers and, occasionally, prison inmate crews – allow the state to sell seedlings at prices private nurseries can’t compete with.
