Uzbekistan to establish greenhouse economic zone in Surkhandarya region

Uzbekistan plans to create a free economic zone dedicated to greenhouse production in the Sherabad district of the Surkhandarya region. The measures were approved on March 25, 2026, with a target to develop at least 940 hectares of greenhouses by the end of 2027.

The new zone, named Surkhon-Agro, will operate for 30 years with a possibility of extension. It will be located near the Oltin Voha area and will offer tax, customs and other incentives provided for free economic zone participants.

The project includes the establishment of an agrologistics center with facilities for sorting, packaging and cooling fresh produce. A "green corridor" system is also planned to accelerate the export of fruit and vegetables.

Authorities aim to increase the share of greenhouses using energy-efficient and alternative heating systems to at least 50%. Enterprises with harmful atmospheric emissions will be gradually reduced.

A dedicated management directorate will oversee the zone. Its responsibilities include introducing modern and digital agricultural technologies, supporting the implementation of drip irrigation and renewable energy, facilitating access to infrastructure through a single-window system, and assisting with export documentation and subsidies. Additional measures include monitoring compliance of heating systems with environmental standards and limiting the use of faulty equipment.

Entrepreneurs operating in the zone will be able to lease land through online auctions at a zero rate for five years. They will also be exempt for three years from fees for underground and wastewater used in irrigation and production processes.

From June 1, 2026, to June 1, 2028, greenhouse connections to engineering infrastructure within the zone will be provided free of charge. Producers will be guaranteed the sale of their output through cooperative arrangements.

During periods of extreme cold, greenhouse operators will be allowed to use coal for heating under environmental requirements. A phytosanitary center operating under a "green corridor" model is scheduled to open in the zone by the end of 2026 to facilitate faster export procedures.
