The Belarusian government has enacted a new regulation requiring one-time licences for the export of fresh or chilled tomatoes.
Starting November 1, 2024, exporters must obtain these licences from the Ministry of Antimonopoly Regulation and Trade.
The process also requires approval from local executive committees and the Ministry of Agriculture. One of the key conditions is that at least 70% of the domestic market must be supplied with locally produced tomatoes before an export licence can be granted.
The regulation applies to exports both within the Eurasian Economic Union (EAEU) and countries outside the EAEU when tomatoes are placed under export, temporary export, processing outside the customs territory, or re-export customs procedures.
Exceptions are made for international humanitarian aid and transit shipments.
The new rules will remain in effect until March 2, 2025, and are intended to ensure domestic market stability during this period.
