In 2023, Kazakhstan allocated EUR 250 million for developing the agricultural sector, including greenhouse cultivation. Prime Minister Alihan Smailov cited the reasons behind the reduction in greenhouse areas, noting the high production costs and low business profitability. Due to financial difficulties compared to 2022, greenhouse areas decreased by 233 hectares.
To boost closed-ground vegetable production, the government provides support through subsidies for fertilisers, pesticides, irrigation water, cucumber and tomato seeds, as well as expenses for electricity, gas, and coal during the off-season.
This year's allocation includes EUR 32.7 million for priority crop production, EUR 33 million for seed breeding, EUR 86.4 million to reduce fertiliser costs, EUR 91.2 million to lower pesticide costs, and EUR 6.2 million for water supply to agricultural producers.
Investment subsidies also cover costs for greenhouse construction and expansion projects.
The "Keng Dala" program focuses on open-ground crops due to the higher costs associated with closed-ground vegetable cultivation.
