CAN (ON): Funding programs responding to COVID-related impacts applicable to greenhouse sector

These are funding programs that respond to the impacts of COVID-19, that are applicable to people and companies in the greenhouse sector in Ontario. 

Addressing Labour Supply and Training Challenges
(Launched April 17, 2020): Helping to build a strong labour force for agri-food and agri-product sectors by implementing new, enhanced or expanded activities for attracting, training and retaining labour.

What is it? 
Up to $1 million Canadian Agricultural Partnership (CAP) program. Funding is available for up to 90% of eligible costs (funding requests for less than 90 per cent of eligible costs are preferred).

Who is eligible? 
Businesses and other organizations among the agri-food and agri-products value chains that are heavily impacted by labour supply.

Agri-Food Open for E-Business
(Launched April 24, 2020): Help businesses/organizations quickly expand their marketing channels and respond to new market challenges, increase online sales in the sector and provide consumers with access to more local food.

What is it? 
Up to $2.5 million in CAP funding. Up to $5000 grant to establish an online e-business or marketing presence, and up to 90% in cost-share up to $75,000 to develop and implement high-impact online e-business opportunities on a larger scale.

Who is eligible? 
Eligible agriculture, agri-food and agri-products businesses/organizations

Mandatory Isolation Support for Temporary Foreign Workers (TFW) Program
(Launched May 8, 2020): Helping employers with some of the incremental costs associated with the mandatory 14-day isolation period on TFW upon entering Canada.

What is it? 
Up to $50 million federal grant program. A maximum non-repayable amount of $1,500 for each TFW.

Who is eligible? 
Canadian employers in the farming, fish harvesting, and food production and processing sectors.

Regional Relief and Recovery Fund
(Launched May 13, 2020): Helping southern Ontario businesses that are unable to access other existing measures to deal with COVID-19.

What is it? 
A $962 million fund to address gaps left by other support measures. It is being delivered by regional development agencies (RDA: FedDev Ontario)

Who is eligible?
Businesses and organizations that have either applied for other federal relief measures and have not been able to secure funds or accessed COVID-19 relief measures and continue to experience hardship.

Agri-Food Workplace Protection Program — Producers
(Launched May 14, 2020): Helping agri-food businesses address new and immediate health and safety issues directly related to COVID-19 impacts.

What is it? 
An intake that provides up to $2.25 million through CAP for projects to implement occupational health and safety measures related to COVID-19 on farms with intensive use of labour.

Who is eligible? 
Farm businesses that involve intensive use of labour where employees may operate within close proximity of one another, or where the operator is responsible for accommodating workers on- or off-site.

Agriculture and Food Business Solutions Fund
(Launched May 14, 2020): Helping companies through unexpected business disruptions, such as the COVID-19 pandemic, with the financial stability and flexibility they need to rebuild their business models.

What is it? 
A $100 million Agriculture and Food Business Solutions Fund in a partnership between Farms Credit Canada (FCC) and Forage Capital Inc. The fund will help companies in times of need through innovative solutions such as convertible debt investments and other flexible financing solutions.

Who is eligible? 
Companies involved in primary production, agri-tech, manufacturing, packaging and distribution who demonstrate an impact from an unexpected business disruption (ex. loss of a key supplier, temporary loss of a facility or permanent loss of critical staff or leadership).
