Common Agricultural Policy discussion paper

"Food of the future – the future of food"

The Common Agricultural Policy (CAP) originated from the post-war need to establish food security for citizens in a war-wrecked Europe and to provide its food producers with a reasonable income. Over the past decades, the policy has been continuously adapted to changing geopolitical, economic and trade-political circumstances, as well as to changing perceptions of the role of the agricultural sector in society.

The last CAP reform came about in 2013 and applies to the years 2014-2020. On the basis of, amongst other things, the 10 point Juncker political guidelines it now focuses on creating a climate that stimulates entrepreneurship, job creation and sustainable economic development.

The discussion on the future of the CAP has only just begun. The Netherlands provides its input as well, discussing the future of food. The main topic of this informal Agriculture Council will therefore be: “food of the future – the future of food”.
